Housing Benefit for Homeowners in Germany: Lastenzuschuss

The burden subsidy is the housing benefit of the owners: state support if the burden from the self-used property exceeds the income.

Last updated: 18 July 2026 · Reviewed by Jürgen Kronawitter

In brief: The Expenditure grant is the variant of the housing allowance for owners of self-used living space (§§ 1, 3 WoGG). It subsidizes the burden from debt service and management if the household income falls below certain limits. It is applied for by the local housing benefit authority; the amount depends on the size of the household, income and eligible burden.

Anyone who is entitled to a burden subsidy?

Eligible are owners who occupy their property themselves – from the home to the condominium to the hereditary building right – and whose income falls below the housing allowance limits. There is no entitlement if priority social benefits (such as citizens' money with accommodation costs) are received. The eligible charge includes, in particular, interest and repayment of financing, property tax, maintenance and operating expenses.

How is the burden subsidy calculated and applied for?

  • Formula logic: as with the housing benefit from household size, total income and (capped) burden – the concrete amounts are regularly adjusted.
  • Application: at the housing allowance office of the municipality or district, with proof of income, loans (interest/repayment plan) and living space.
  • Authorisation: Usually for 12 months, thereafter further approval application.

Classification: What the burden subsidy means for financing

For professional real estate finance, the burden subsidy plays no structural role – it is a socio-political instrument for self-using households, not a financing component. It becomes relevant indirectly: In the Capital service account It can defuse a tense burden situation for private self-users and thus stabilise follow-on finance. If, on the other hand, you create or hold living space as an investor, property developers or property investors, you will find the right instruments at Investment property finance, Property development finance and KfW funding.

Frequently asked questions

Expenditure grant – briefly answered

What is the difference between burden subsidy and housing benefit?

Both are housing allowances according to the housing allowance law: tenants receive the rental allowance, self-using owners the burden allowance. Calculation logic and income limits follow the same rules.

What costs are taken into account in the burden subsidy?

Above all interest and repayment of real estate finance, property tax as well as lump sums for maintenance and operation – capped on maximum amounts depending on the place of residence and household size.

Does the burden subsidy also apply to rented properties?

No. It requires self-use. Instead, financing and funding instruments such as KfW programmes are relevant for leased properties and professional structures.
